Gayle Kirkland leads the
Sphere 3 Environmental group. She is responsible for all aspects of
operations and projects, including program development, project
management and technical support.
Gayle has extensive
experience in program development and project management of
environmental regulatory compliance. She began her environmental career
in 1988 and has gained experience in a wide variety of projects. Her
specific experiences include the management of Phase I, II, and III
environmental site assessments; environmental inventories; environmental
regulatory compliance audits; NPDES permitting and planning; feasibility
studies; product recovery options; NEPA, groundwater and geological
studies; and project development of asbestos and lead paint surveys,
management plans and abatement projects.
Gayle works with the AGC
on the Storm Water Pollution Prevention Planning task force, and
provides training to members on local, state and federal NPDES
regulations associated with construction activities. She recently
represented the AGC on the U.S. EPA SBREFA Panel where she met along
with 15 industry representatives across the nation and provided dialogue
with the U.S. EPA's Office of Water, Office of Management and Budget,
and the Small Business Administration to provide advice and
recommendations on the proposed effluent limitations guidelines for
construction and development and the potential effect on the
construction industry. The government panel is preparing a report for
the EPA Administrator Christine Todd Whitman on ways to reduce the
impact of an ELG rule on small business.
Gayle regularly provides
coordination with regulatory agencies including: U.S. EPA, Texas Natural
Resources Conservation Commission, Texas Railroad Commission, Texas
Department of Transportation, U.S. Army Corps of Engineers, Texas
Department of Health, Louisiana Department of Environmental Quality and
Louisiana Department of Natural Resources. She has provided testimony to
these agencies on our clients, behalf.
Gayle has provided
regulatory defense in legal issues for numerous law firms for oil and
gas exploration sites, industrial sites and landowner abuse claims.
